CENSUS 2020

The Women's Home Preservation Fund led a robust "Count The Undercounted" census outreach program across Baltimore City and Baltimore County which accounts for over 79M in additional federal funds to the State. Our teams braved the COVID-19 pandemic to host in-person registration drives to count hard-to-reach folks in Baltimore City's largest public markets (Lexington Market, Northeast Market, and Pennsylvania Avenue Market), churches, ethnic food markets, hair salons, weddings, and local businesses throughout Baltimore City and Baltimore County. In the process we distributed thousands of Personal Protective Equipment to our hard-to-reach neighbors who are homeless and/or suffering from substance abuse.

We hosted a total of 91 census outreach events and advertised in 241 locations. We directly registered 1,295 people on-site (not including their family members). Each respondent added on average 2 more family members. This corresponds to a total of at least 3,885 hard-to-count folks that we registered in the 2020 Census. These are people who most likely would not have been counted but for our work.

Each Marylander not counted in the census costs the state $18,250 in lost federal funding over ten years. Our census registration drives account for over $79M in funding to the State of Maryland.
